The Inventor is one of the hardest to find preppers in Death Stranding 2. Well, let me be more specific: The Inventor is one of the hardest to reach delivery locations in Death Stranding 2. But he's well worth the effort, as not only does he help expand your Chiral Network even further, he'll offer you some powerful stunning technology, as well as a familiar hood if you get him on your side.

How to reach the island in the tar pit in Death Stranding 2
You'll find The Inventor north of the Mine North of F1, which can turn 2000 Chiral Crystals into a whopping 4800 Special Alloys. You'll need to visit this place as part of a job for West Fort Knot relatively early on in your Australian journey. But even once you turn the mine on, the area won't have access to the Chiral Network until you hook up The Inventor. If you look at your map and where you're missing coverage, it's not hard to guess where you'll find his little shack: smack dab in the middle of the tar ocean on a little island.
While you can walk through tar, you'll sink as you go, which can cause you and all of your cargo to disappear forever. This isn't exactly ideal, so you're going to find a new way to get across and visit The Inventor.
There are a couple of creative solutions to crossing the tar ocean. One example is you could drop down from the Monorail as it goes overhead, but you have to fully complete the Monorail from Mine North of F1 to the F2 South Distribution Center (which you'll also need to connect to the Chiral Network via story progression) first.
That's a lot more complex than you actually need to make this trip. As you can see in the two different images above, there are shallow sections in the tar ocean leading to The Inventor's home. It's very slow going (you'll be able to speed things up later with ziplines) initially, but all you need to do is scan the ocean between the shore and his home and follow the yellow path. There are at least two full paths to get you to his home and back to shore. Spam shore, stay on yellow, and you'll make it across A-OK.
How to connect The Inventor to the Chiral Network Death Stranding 2
As you approach the northern side of the Mine North of F1, where you can see The Inventor's home across the shore, there should be a quake. You'll then notice some gear for The Inventor appear on the shore. If you take this gear and lug it all the way across the tar ocean to The Inventor, he'll immediately ask to be placed on the Chiral Network and give you the Otter Head Hat hood. As you level him up, you'll get stun bombs before eventually getting the Bola Stun Gun.
